Last month AT&T began sending notices to 5,400 low-income subscribers in the Chicago area and downstate that they will no longer receive the monthly Lifeline credit on their landline bills as of November, adding about $120 per year to the cost of the service. This leaves these customers with the stark choice of paying more or switching to a handful of mostly wireless providers who participate in the program.
