Win2000 Shutdown Problem

Question: I have a Win2000 OS machine that just recently won't shutdown. This is similar to the problem I've had with Win98 OS. There was a fix for the Win98 shutdown problem, so, Is there a fix for this one?

The IT Guy says:
The problem may be due to a service pack installation. Try uninstalling update Q329170 from the control panel (Add/Remove Programs) and see if your shutdown returns to normal.
